در همبستگی با جامعه‌ی مدنی در مجارستان

دولت مجارستان روز ۱۳ فوریه ۲۰۱۸ مجموعه‌ا‌ی از سه قانون پیشنهادی را که به طور عمومی به آن «سوروس را متوقف کنید» می‌گویند، به پارلمان ارائه کرد. قانون‌های پیشنهادی تازه توانایی جامعه‌ی مدنی مجارستان را برای انجام فعالیت‌های خود محدودتر خواهد کرد، به این ترتیب که سازمان‌های «حامی مهاجرت» را ملزم می‌کند که برای انجام کارهای پایه‌ا‌ی مجوز امنیتی و اجازه‌ی دولتی دریافت کنند. بر اساس این قانون‌های پیشنهادی، سازمان‌ها باید ۲۵ درصد از کلیه‌ی وجوه دریافتی به منظور «حمایت از مهاجرت» را به عنوان مالیات بپردازند. کوتاهی از این کار، آنها را در معرض اقدام‌هایی قرار می‌دهد که ممکن است به جریمه‌های سنگین، ورشکستگی و انحلال سازمان غیردولتی بیانجامد.

این وضعیت در چارچوب کاهش فضا برای جامعه‌ی مدنی در مجارستان بروز کرده است و با تعهد‌های مجارستان بر اساس حقوق بین‌المللی در حمایت از آزادی تشکل، بیان و تحرک مغایر است. ما بر این باوریم که این پیشنهاد‌های تازه نشانه‌ی آخرین اقدام‌ها در تلاش‌های رو به افزایش دولت مجارستان برای محدود کردن فعالیت به‌حق گروه‌های جامعه‌ی مدنی است که تلاش می‌کنند در مجارستان حقوق بشر را ترویج و از آن دفاع کنند، خدمت‌های حقوقی و اجتماعی در اختیار افراد نیازمند آن در کشور قرار دهند و به طور علنی نظریات انتقادی در مطبوعات و در اینترنت ابراز کنند.

ما، به عنوان مدافعان حقوق بشر و آزادی، می‌خواهیم مردم در همه جا بتوانند بدون این که مورد حمله یا تهدید قرار بگیرند یا به زندان بیافتند، نظر خود را بیان کنند. بحث آزاد درباره‌ی امور مربوط به سیاست‌ها و عملکرد دولت در هر جامعه‌ا‌ی ضروری است و مدافعان حقوق بشر نباید به خاطر ابراز نظریات خود که گاهی انتقادی است، مجرم شناخته شوند. کشورها باید قانون‌هایی را به اجرا بگذارند که از مدافعان حقوق بشر در مقابل خطر محافظت کند، نه قانون‌های سرکوب گرانه که هدف از آنها به سکوت کشاندن کسانی است که صدای خود را بلند می‌کنند. مدافعان حقوق بشر از حقوق مردم در جامعه‌ی خود و کشورهای آنها دفاع می‌کنند و با این کار از حقوق همه‌ی ما در سطح جهان محافظت می‌کنند. مدافعان حقوق بشر اغلب آخرین خط دفاع از جامعه‌ا‌ی آزاد و منصفانه را تشکیل می‌دهند و برای انجام فعالیت خود خطرها و از خودگذشتگی‌های بزرگی را میپذیرند.

ما در همبستگی با جامعه‌ی مدنی و مدافعان حقوق بشر در مجارستان ایستاده ایم. آنها افراد شجاعی هستند که به ایجاد جامعه‌ا‌ی منصفانه تر متعهد هستند. بدون شجاعت آنها، جهانی که درآن زندگی می‌کنیم کمتر منصفانه، کمتر عادلانه و کمتر برابر می‌بود.
ما از پارلمان مجارستان می‌خواهیم قانون‌های پیشنهادی را به طور کامل رد کند و به سازمان‌های غیردولتی و مدافعان حقوق بشر امکان ادامه‌ی فعالیت بدهد، به جای این که آنها را به دفاع از خود در مقابل چنین حمله‌هایی مجبور کند.
