On October 11, 2023, the International Federation for Human Rights (FIDH) made a submission to the United (UN) Human Rights Council for the fourth Universal Periodic Review (UPR) of Vietnam, which is tentatively scheduled to be held on 30 April 2024 in Geneva, Switzerland.

The submission, jointly prepared with the Vietnam Committee on Human Rights (VCHR), documents the Vietnamese government’s failure to implement key recommendations it received from various UN member states during Vietnam’s third UPR in 2019.

In particular, the joint submissions details the government’s failure to implement recommendations it accepted in the following areas: human rights defenders and civil society; ratification of certain international human rights treaties; cooperation with UN special procedures; fair trials and the administration of justice; the use of the death penalty; and the protection of the rights to freedom of expression (including online), freedom of peaceful assembly, freedom of association, and freedom of religion or belief.
