UN urges Uzbekistan to investigate torture and ill-treatment of human rights defender

Mutabar Tadjibyeva is a renowned Uzbek human rights defender and the recipient of numerous awards for her human rights activities. She has been living in exile in France since 2009.

In 2012, with the assistance of FIDH and REDRESS, she filed a complaint before the United Nations Human Rights Committee (UNHRC), detailing her abuse, torture and severe harassment at the hands of the Uzbek authorities from 2002 to 2009.

On October 6, 2015, the UNHCR found the Uzbek Government responsible for her torture and ill-treatment, declaring that multiple violations of her rights had occurred under the International Covenant on Civil and Political Rights. Furthermore, they found she was singled out for this treatment not only as a human rights defender but as a woman, citing her rape and forced sterilization.

The Committee also indicated that Uzbekistan has neglected to investigate the serious allegations of torture and should do so promptly, as well as initiate criminal proceedings against those responsible. Uzbekistan has 180 days to inform the Committee about any measures taken.
