Open letter to the EU Ministers of Foreign Affairs

To the EU Ministers of Foreign Affairs
To the European Commissioner for external relations
To the EU High Representative for CFSP

Excellencies,

The present briefing note will focus on the violations of freedom of expression, association, assembly
and information ; discrimination against internal migrants and treatment of ethnic minorities;
widespread use of torture; and the lack of cooperation with the UN human rights monitoring
mechanisms.
As repeatedly affirmed by the General Affairs Council of the European Union, "the dialogue is an
acceptable option only if enough progress is achieved and reflected on the ground". Bearing that
principle in mind and in view of the extensive and systematic violations of human rights continuing in
the PRC, we believe that the EU should table a resolution on the human rights situation in China at the
next session of the UN Commission on human rights.
We are convinced that public scrutiny necessary complements the dialogue in order to make it resultoriented.
We hope that the information included in the note below will be addressed by the EU on the occasion
of the next dialogue meeting and remain available for any additional information.
