OPEN LETTER: HONDURAS DOES NOT MANAGE TO RESTORE DEMOCRACY

Without good faith for the interpretation of the Tegucigalpa-San José Agreement signed on the 30th of October, the de facto government in Honduras installed on the 5th of November a "Government of Unity and National reconciliation", presided by the coup-maker himself, Roberto Micheletti, and excluding the participation of the constitutional President of the Republic, Manuel Zelaya Rosales.

The International Federation on Human Rights, Fian International, Grupo Sur and CIFCA urgently call for the Swedish presidency of the European Union, the European Commission, and the European Parliament to protest against the arbitrariness of the de facto government. The recent acts are contrary to the fulfilment of the signed Agreement and also fails to recognize the previous calls by the OAS, United Nations and the European Union itself, in regards to the reestablishment of democracy and hence for the constitutional mandate of Zelaya to come to an end. Attached to the present document please find today’s Declaration of the Rio Group.
In the said Agreement, the de facto government committed itself "to act in good faith" with the aim of "achieving reconciliation and strengthening democracy, and in the spirit of the issues proposed by the Agreement of San Jose", adding that this Agreement "would have to allow for the reestablishment of citizen coexistence and insure an appropriate climate for the democratic governance of our homeland." In the same agreement it was recognised that "this Agreement; we are certain, will marc the road toward peace, reconciliation and democracy which the Honduran society urgently requires. "
The failure of the de facto government to fulfil this agreement deepens the political crisis, creating even more mistrust regarding the electoral process already affected by the absence of public freedoms and democratic guarantees as well as the climate of violence, human rights violations and repression by the coup makers.

We therefore urge the European Union to:

 Strongly condemn the arbitrariness of the de facto government limiting the possibilities of reconciliation between the Hondurans.

 Clearly affirm that under these circumstances neither the electoral process nor its results will be recognised.

 Maintain the sanctions against the State of Honduras and implement other against the coup-makers and their supporters.
