The International Federation for Human Rights (FIDH) is an international non-governmental organization based in France whose mission is to promote respect for the principles enshrined in the Universal Declaration of Human Rights. FIDH is a federation of 192 national human rights associations active on five continents. We defend the civil, political, economic, social and cultural rights defined in the Universal Declaration of Human Rights.

Objectives of the mission on behalf of FIDH’s Observatory for the Protection of Human Rights Defenders programme :
• To deliver an efficient and effective support to civil society organizations (CSOs) and human rights defenders (HRDs) in Afghanistan and to Afghan CSOs and HRDs in exile ;
• To monitor the situation of CSOs and HRDs working on human rights in Afghanistan ;
• To implement the crisis response work on Afghanistan.

Content of the mission, deliverables and frequency of delivery :

Monitoring & Documentation
• Monitoring the situation of CSOs and HRDs in Afghanistan, including any legal and policy developments that could affect their work and civic space more broadly, and the broader context of human rights violations in the country ;
• Conducting research to document the challenges and human rights violations faced by selected CSOs and HRDs in Afghanistan, and assess them against domestic and international human rights standards.
Deliverable : Conducting research and producing 1 report in English focusing on a specific issue related to civic space and/or the work of HRDs (to be decided in line FIDH’s priorities in the region and in consultation with FIDH’s local member/partner organisations).

Support to Afghan Civil Society :
• Monitor ongoing evacuation efforts and opportunities, and provide support to selected FIDH partners in accessing these opportunities. Deliverable : circa 5 cases per month.
• In cooperation with a dedicated grants officer :
◦ Assessing emergency grant applications from Afghan HRDs and CSOs, and assist HRDs and CSOs in or from Afghanistan in applying for funding for emergency assistance and/or capacity-building grants. Deliverable : 25 to 50 monthly applications.
◦ Monitoring & evaluation activities, including drafting narrative reports and providing input into financial reports. Deliverable : 10 to 30 monthly documents.

Communication, Monitoring, Translation :
• Relevant social media and communication work, in line with the Programme’s Visibility and Communication Guidelines. Deliverable : 2-3 monthly documents.
• Translating and/or reviewing translations of documents from English to Dari.

Skills to carry out the mission

Essential :
• Strong analytical, writing and operational support skills. Experience in conducting research, including remote research and verification, as well as remote operational support to HRDs.
• A legal background is preferred. Political sciences, international relations background will also be considered provided they have a solid grasp of the situation of human rights defenders, including regional and international human rights protection mechanisms and civic space issues.
• Ability to manage stress in difficult contexts.
• Experience in human rights in the Afghan context, including in operational support to HRDs at risk.
• Pre-existing network of contacts among civil society in Afghanistan.
• Experience in the field of human rights defenders protection (preferably for a national, regional and/or international NGO).
• Work experience related to Afghanistan.
• Solid understanding of the context of civil society in Afghanistan
• In-depth understanding of the human rights, political, social, and economic context in Afghanistan.
• Excellent English (C1 level) and Dari (C1 level), written and spoken. Intermediary French would be an asset
Desirable :
• Knowledge of Pashto (B1 level)

Terms and conditions
• The mission will be carried out at the place of work chosen by the consultant. The consultant may be required to regular travel to other locations, mainly in Europe, provided that restrictions linked to the sanitary crisis are lifted in the coming months. In the event that additional costs are required for the mission, they will be covered by the FIDH following prior agreement and on presentation of the invoices.
• The consultant must have the appropriate legal status for undertaking consultancy work.
• The consultant will cover his/her own operating costs (communication costs and office equipment costs).
• The consultant will sign a service contract with the FIDH and will undertake, through a confidentiality clause, not to communicate, except for the needs of the missions, on the content of the mission with third parties outside the FIDH.
• 12-month service contract starting 1 February 2022 – 31 January 2023, with a possibility of extension depending on availability of funding.
• Fees : maximum 36,000 euros including tax for the duration of the mission.
• Deadline for submitting offers of collaboration : 09 January 2022. We strongly encourage you to submit your proposals quickly, as FIDH will review the responses to the call for proposals as they come in.
• The interviews (to be held remotely due to the current sanitary situation) will be held by : 19 January 2022.
