FIDH is seeking a consultant for its advocacy towards the African Union (Reference: consult-UA-05-19)


Position: One year consultancy contract, starting on 24 June 2019

The consultant will work with senior staff of the FIDH Africa Desk.

The International Federation for Human Rights (FIDH) is an international non-governmental organisation whose mandate is to promote respect for the principles outlined in the Universal Declaration of Human Rights. FIDH membership is composed of 184 national human rights organisations operating on the five continents.

Purpose of the mission:

To strengthen the advocacy action of FIDH and its member organisations towards the African Union, in particular towards the Permanent Representatives Committee (PRC), Peace and Security Council (AUPSC) and the relevant departments of the African Union Commission (AUC).


- Inform the bodies of the African Union about the concerns and recommendations of FIDH and its member organisations in Africa;
- Strengthen interaction among these bodies, FIDH and its member and partner organisations in Africa;
- Advise on the advocacy strategy of FIDH and its member organisations towards AU member states, concerning the human rights situation in Africa;
- Establish, together with the national, regional, and international human rights NGOs common strategies for advocating to the AU;
- Represent FIDH and its member organisations at AU-organised meetings;
- Prepare, organise and participate in advocacy sessions with representatives of FIDH and its member and partner organisations;
- Draft denunciation, warning and advocacy documents for transmission to the AU;
- Provide advice on creating media visibility for the public positions taken by FIDH;
- Contribute to planning and report on actions carried out towards the AU;
- Support the FIDH fund raising strategy.

Employment terms and conditions:

- The mission may be conducted at a distance depending on the work-site chosen by the consultant. Priority will be given, however, to applications from candidates living in Ethiopia or elsewhere in the East Africa sub-region. There will probably be regular trips to Addis Ababa (Ethiopia) that may last several weeks at a time. Travel may also be required to The Gambia (seat of the African Commission on Human and Peoples’ Rights), Tanzania (seat of the African Court on Human and Peoples’ Rights), and/or other AU member states. Related travel costs can be covered by FIDH upon submission of receipts
- The consultant may be expected to attend working meetings with members of the FIDH desks at the FIDH head office in Paris. Related travel costs can be covered be FIDH upon submission of receipts.
- The consultant will be asked to sign a service contract with FIDH and will pledge to abide by a confidentiality clause to not disclose information about his/her mission with any third party outside of FIDH.


- Good knowledge of issues related to the protection of human rights in Africa;
- Good knowledge of the African Union system (how it operates, its bodies and mechanisms) ;
- Experience in advocating on, and representing issues related to the protection of human rights;
- Master’s Degree in Law, or International Relations, or Political Science;
- Fluent in written and spoken French and English. Knowledge of another AU official language would be an asset;

Status of independent free lance employee
Duration: One year, renewable
Salary: 36,000 euros, taxes included, for the period of July 2019 to June 2020.
