FIDH (Fédération Internationale des Ligues des Droits de l’Homme – International Federation for Human Rights) is an international human rights NGO. Since 1922, we have been engaged in defending the civil, political, economic, social and cultural rights defined in the Universal Declaration of Human Rights.

We are a federation of 184 national human rights organisations working in 112 countries. We believe that transforming society is primarily the task of local people. The aim of our work is to strengthen their influence and their ability to take action. 

FIDH’s International Secretariat is a small-scale organisation (45 staff in Paris and several offices abroad) and consists of a dedicated international team. Our premises are located in a lively area in central Paris, near the Bastille and Gare de Lyon.

FIDH is looking for a Programme Officer for its Eastern Europe and Central Asia Desk.

Working directly under the supervision of the Head of the EECA Desk, the successful candidate will have the following tasks and responsibilities:

A. Strengthening links with internal and external actors, s/he will

A.1 Take the lead on effective two-way communication with FIDH leagues and partners who are in contact with the office, as a way of strengthening links with them.
A.2 Together with the Head of the EECA Desk, ensure that information is communicated seamlessly to members of the International Bureau (IB)/Executive Bureau (EB) and to Chargés de mission.
A.3 Ensure that human rights defenders and partners in the field are supported, for example in relation to travel, meeting with States, IGOs and NGOs and the material and logistical aspects of their visits.

B. Implementing the activities of the office, s/he will 
 
B.1 Manage monitoring of and research into the safeguarding of human rights in practice and the development of human rights legislation in the region.
B.2 Prepare fact-finding and legal observation missions, national advocacy and solidarity initiatives and workshops. Organise these activities, including drawing up their terms of reference, and help monitor them.
B.3 Together with FIDH delegations, organise advocacy activities directed at IGOs and States, involving accessing relevant mechanisms and organising face-to-face meetings.
B.4 Support certain missions in the field and in dealings with IGOs.
B.5 Coordinate and ensure production of documents conveying condemnations, warnings and information (press releases, letters to authorities, urgent appeals and newsletters), project reports, investigation reports and position papers, and/or closely supervise the editorial work of the assistant.
B.6 Monitor the internal validation of documents issued by the EECA Desk.
B.7 Coordinate the translation and distribution of documents (e-mailed, posted on the website or issued as hard copy), in collaboration with the Press, Web and Communications Office.
B.8 Help create communication tools specifically designed for the EECA Desk together with the Communications Office.
9 Participate in meetings with local, regional and international partners.
B.10 Report on work carried out by the EECA Desk, hold monthly meetings to update the activities monitoring schedule (including compiling indicators and results) and draw up activity reports.

C. S/he will participate in training interns and volunteer staff.

D. S/he will help with daily administrative and logistical tasks.

Profile
S/he will
Have at least 3 years’ professional experience at the time of taking up the post;
Hold a master’s degree or equivalent in law, international relations, human rights or political science;
Demonstrate proven mastery of Russian as an essential prerequisite, plus proven mastery of English or French.

Terms and conditions
Temporary full-time contract for 12 months with the possibility of a permanent contract thereafter
Start date of 1st July 2019
Monthly salary between 31,000 and 34,000 Euros paid over 13 months, depending on experience
25 days paid holiday + 24 days of accumulated flexi-time per year (statutory 35-hour week)
Option of teleworking 1 day per week
Job based at FIDH registered office at 17 passage de la main d’or in the 11th district of Paris
