The International Federation for Human Rights (FIDH) is seeking a stakeholder engagement and outreach consultant on international justice.

BACKGROUND
FIDH is an international human rights NGO federating 192 organisations from 117 countries. Since 1922, we have been defending all civil, political, economic, social and cultural rights as set out in the Universal Declaration of Human Rights. As a federal movement, FIDH places its member organisations at the heart of our decision-making process. This structure ensures that FIDH merges on-the-ground experience and knowledge with expertise in international law, mechanisms of protection and intergovernmental bodies. The joining of our forces provides a unique combination that makes FIDH’s work representative of the views of national human rights organisations and local civil society.

FIDH is committed to holding perpetrators of atrocity crimes to account through the international criminal justice system. We were one of the civil society organisations spearheading the movement to create the ICC. We participated actively in the negotiations for the Rome Statute, and advocated for the Court to have a structure which would allow for the meaningful participation of survivors and communities affected by international crimes. Since 2004, FIDH maintains a permanent delegation in The Hague, through which we contribute to the dialogue between civil society and the ICC.

Among other activities, and in close collaboration with its national member and partner organisations, FIDH conducts fact-finding missions; supports victims in seeking justice and reparations at national, regional and international levels; carries out advocacy to raise awareness among civil society organisations; contributes through research to the development of policy and investigative frameworks; and strengthens the capacity of member and partner organisations so they can meaningfully engage with accountability mechanisms. With permanent representation in The Hague since 2004, FIDH also closely monitors proceedings at the International Criminal Court as early as the preliminary examination stage. Together with member organisations that are based in “situation countries” and work directly with victims and affected communities, FIDH documents allegations of crimes and provides evidence to the Office of the Prosecutor.

FIDH’s headquarters are in Paris (France). Stichting FIDH in The Hague (the Netherlands) is FIDH’s permanent representation to the International Criminal Court (ICC).

SCOPE OF THE MISSION
The successful candidate will work in close cooperation with the Head of International Justice Desk in Paris and FIDH’s Permanent Representative to the ICC in The Hague, and in collaboration with FIDH’s Communications Department in Paris.

1. Develop and implement a strategy for:
disseminating a number of forthcoming deliverables produced by the International Justice Department, concerning international criminal justice and the ICC; and
reaching out and engaging with key actors in the international justice community (diplomats, NGOs, activists, grassroots groups, FIDH members, funders and legal professionals, among others).
2. Organise or prepare virtual and in-person events that the International Justice Desk or the Permanent Representation in The Hague may be convening or attending.
3. Support the management of relationships with stakeholders in international justice.

DELIVERABLES

1. Draft a strategy for disseminating a number of forthcoming deliverables produced by the International Justice Department, concerning international criminal justice and the ICC (beginning of the mission).
2. Create a checklist for supporting virtual and in-person events that the International Justice team may be organising or attending (beginning of the mission).
3. Prepare and design invitation templates for events, and create a process for managing RSVPs (beginning of the mission).
4. Collate an email distribution lists of key stakeholders (throughout the duration of the mission).
5. Draft and translate (depending on language skills) public papers and talking points for main events, such as the Assembly of States Parties to the ICC Statute (throughout the duration of the mission).
6. Design a power map and create lists of key stakeholders in international justice (diplomats, NGOs, activists, grassroots groups, FIDH members, funders and legal professionals, among others) (before the end of the mission).
7. Develop and execute a strategy for engaging with key actors in the international justice community (diplomats, NGOs, activists, grassroots groups, FIDH members, funders and legal professionals, among others) (before the end of the mission).

EXPERIENCE AND SKILLS

1. Excellent oral and written communication skills in English. French and/or Spanish are desired, other languages are a plus.
2. Good knowledge of international justice, its main stakeholders and issues, especially in relation to the International Criminal Court (ICC).
3. Strong organizational and interpersonal skills and the ability to communicate with a wide variety of audiences, including NGOs, grassroots groups, diplomats, legal professionals, media and funders.
4. Basic skills in graphic design or the ability to learn quickly how to use design software like Canva and digital distribution software (Mailchimp or similar).

DURATION OF CONSULTANCY

Start date: 1 October 2021
End date: 31 December 2021

Around 30-35 days in total, on the basis of two-three working days per week, to be adapted depending on urgencies and workload.

FEES AND PAYMENT

Total of 7,000 euros.
One lump sum payment at the end of consultancy, or two instalments – to be decided upon by common agreement.
Possibility of extension of contract depending on funding.

OTHER IMPORTANT INFORMATION

All meetings with the consultant’s main interlocutors during his/her mission will take place during working hours in The Hague / Paris / CEST time zone.
