Call for tender - Afghanistan Research Consultant


Consultancy contract, 3-4 months (to be decided based on the number of days worked)

The International Federation for Human Rights (FIDH) is seeking a consultant to provide research support on Afghanistan.

FIDH is an international human rights organization, bringing together 192 member organizations from 117 countries and territories. FIDH’s mandate is to contribute to the respect of all the rights defined in the Universal Declaration of Human Rights. FIDH aims at obtaining effective improvements in the protection of victims, the prevention of human rights violations and the sanction of their perpetrators. FIDH has seven priority areas: Supporting Human Rights Defenders; Fostering an environment conducive to democracy and freedoms; Promoting women’s rights; Fighting discrimination and violence based on sexual orientation and gender identity; Promoting the rights of migrants; Combating impunity and protecting populations from the most serious crimes; and Promoting respect for human rights by economic players.

The successful candidate will work in close cooperation and consultation with the Program Officer for West and South Asia. The work plan will be adjusted on a weekly basis after discussion between the consultant and the Program Officer, based on the evolution of the situation in Afghanistan and considering the agreed framework of tasks to be fulfilled.

Scope of the work

1. Provide research assistance to the Program Officer for South Asia:
a. Develop and maintain contacts inside and outside Afghanistan;
b. Monitor human rights conditions and documenting abuses of human rights in Afghanistan, through various sources (local media, NGOs, journalists, open sources, etc.);
c. Verify specific instances of human rights violations.

2. Draft various outputs (briefing papers, advocacy letters, press releases, submissions to international mechanisms, and other similar advocacy

3. Translate documents and resources from Dari to English

4. Suggest a plan of action on Afghanistan to be integrated on FIDH’s strategy and contribute to fundraising activities related to Afghanistan;

5. Propose specific communications activities.

6. Contribute to the review and follow-up of emergency assistance and capacity building grant applications received Afghan HRDs and NGOs, in relation with FIDH’s Human Rights Defenders Protection Desk.


1) Submit a weekly report detailing contacts established, and the progress of research and documentation done to date;

2) Update database of violations documented on a weekly basis;

3) Maintain and update a communication and advocacy plan on a weekly basis;

Other deliverables, including specific communications and outputs, will be determined jointly with the consultant.

Experience and skills
• experience in the field of human rights (preferably for a national, regional and/or international NGO).
• work experience related to Afghanistan.
• In-depth understanding of the human rights, political, social, and economic context in Afghanistan.
• Excellent English and Dari, written and spoken
• Knowledge of Pashto
