The International Secretariat of the FIDH is a human-sized organisation with a committed international team (49 employees in France, 20 employees in several offices abroad (Belgium, Geneva, The Hague, Bangkok, Tunis).
The FIDH office in Brussels represents FIDH to the European Union institutions (Council, Commission, European Parliament and other associated institutions), and to the representations of its member states. It ensures the visibility of the actions of FIDH and its member organisations towards the European Union, proposes advocacy strategies in order to mobilise the European Union on human rights in the world in an effective way and suggests ways to strengthen the EU’s action.
We are recruiting : A REPRESENTATIVE TO THE EUROPEAN UNION IN BRUSSELS
Reporting to the Advocacy Director based in Paris, your main responsibilities are as follows:
A. Define advocacy strategies towards the European Union in consultation with dedicated internal interlocutors, in order to work towards the implementation and strengthening of EU policies in favour of human rights, including :
• To support FIDH member organisations and the FIDH Department of Operations teams in the definition and orientation of FIDH recommendations to the EU institutions;
• To elaborate with the teams of the Department of Operations and the FIDH member organisations the advocacy orientations, the annual programming of activities and the implementation of specific action programmes carried out by the different FIDH offices, and to ensure the follow-up;
• Analysing the effectiveness and efficiency of the European Union’s human rights policies and proposing ways to strengthen them;
• Develop, with the Department of Communication, the Delegation’s communication strategy towards the EU.
B. Implementing the Delegation’s activities :
• Coordinate and supervise the organisation of the participation of FIDH member or partner NGOs to the different European institutions;
• Coordinate and supervise the provision of information to the European institutions, based on information from FIDH and its member organisations and partners;
• Represent FIDH towards the European institutions, the representations of the Member States, as well as towards other interlocutors (donors, NGOs, media) by ensuring sustainable links with them;
• Oversee the development of the strategy to promote FIDH’s activities to the general public.
• Ensure the reporting and evaluation of the delegation’s activities, in the framework of a programme covering FIDH’s advocacy actions as well as in various other formats (monthly and annual internal reports, relevant narrative reports for other donors).
C. Facilitating and strengthening interaction with internal and external actors, ensuring good quality support to the member organisations during interfaces with the EU, sharing information on the delegation’s strategies and activities, and developing partnerships with other NGOs.
D. Managing a team (currently two employees + intern(s))
E. Ensure the day-to-day logistic and administrative management of the delegation, with the support of the delegation’s employees.
Profil sought
• You have a postgraduate degree in law, political science or international relations and 5 years of professional experience within the same job including 3 years in an advocacy role;
• You have an excellent knowledge of EU human rights policies, enabling you to choose the best lever to achieve the desired result;
• You have a very good command of international human rights law and standards;
• You are creative, bold and timely in defining and implementing impactful action strategies.
• You are able to prioritise and manage advocacy actions;
• You possess a strong ability to represent, negotiate and support our member and partner organisations’ representatives;
• You have worked with human rights defenders and/or civil society in the past;
• You are able to work autonomously to implement the strategic orientations defined in conjunction with the Advocacy Department;
• You have good public speaking skills.
• You are experienced in managing a team.
• Fluency in French (C1) and English (C1). Excellent writing skills in these languages. Knowledge of Spanish is an asset.
Terms and conditions of employment
Position based in Brussels
• Full time permanent contract (based on 39 hours of work per week - 24 days of compensation).
• Salary of 63K euros gross per year over 12 months, to be confirmed according to years of experience.
• 25 days paid annual leave
• Possible partial teleworking
• FIDH contribution to the health insurance for a maximum amount of 80€/month.
• Payment of public transport passes for Brussels.
• Lunch card 8€/meal (employee contribution: 1.09 €)
