  • Terms of Reference : Corruption and human rights consultant

    Context :

    A guide on documenting grand corruption and its impact on human rights, using a human rights based approach, will be published by a consortium of three partners : FIDH, Transparency International, and Transparency International-France. It will serve as a cornerstone in the fight against grand corruption, which is an essential lever to protect human rights worldwide. The guide will be piloted in three countries and 23 civil society organizations in 11 countries will be encouraged to use it in their work. The guide will be published and made available to any interested civil society group.

    Content of the assignment :

    The consultant will be responsible for writing a guide designed to be used by civil society actors in all world regions. The guide will provide readers with a methodology to identify and document links between corruption and human rights violations, and strategies for advocacy and accountability.

    The publication will be developed over approximately 15 months ; a first draft is to be produced within six months. The guide will be drafted in coordination with the three consortium organizations and a group of experts who will provide input and feedback at various stages of drafting. The guide will be used to train civil society actors in 11 countries, with a particular focus on three countries where missions will take place, using the guide to investigate and document corruption. It will eventually form the basis of a MOOC (massive open online course) on the subject.

    It is foreseen that the guide will include an introduction to grand corruption and the links between corruption and human rights ; provide guidelines about how to identify corruption – including using data, establish the legal link between it and right violations, and document it. Other content may include advocacy, security of documentation stakeholders, avenues for accountability, and victims’ participation in litigation.

    The guide will be approximately 50 pages, and is to be written in English. It will be translated into French and Spanish.

    Desired profile :

    • Has written about or has knowledge of documenting acts of corruption and the link and/or impact of corruption on human rights ;
    • Experience with documentation, particularly working with open source data would be a plus ;
    • Excellent writing skills in English. Working knowledge of Spanish or French would be a plus ;
    • Advanced law degree or other relevant degree.

      Timeline :

    Envisaged start date : 15 May 2024
    Envisaged end date : 15 August 2025

    Estimated working days : The assignment is output-based. We foresee that the assignment will take place over the course of a maximum 15 months. The majority of the work will take place from May to October 2024, preparing the first draft to be piloted in November 2024. The bulk of additional work toward the final version will take place from December 2024 through April 2025.

    Consultancy fees and payment :

    The consortium will pay the consultant a total of 18,000 euros, paid progressively upon completion of the deliverables.

    The consultant shall be responsible for the payment of any income taxes.
