The EU has committed to better regulate. Part of this engagement is the commitment to conduct impact assessments for legislative and non-legislative proposals, implementing measures and trade agreements that have significant economic, social and environmental impacts.
The EU has several obligations in the field of human rights and must adapt its policies and actions in consequence. Human rights must be a central component of this better regulation. However, an overview of the EU’s practices in that regard is matter of concern. The FIDH study published below pinpoints the main shortcomings of the impact assessments launched to inform the EU trade agreements negotiation process. FIDH recommends a revision of the EU guidelines in consequence, to enhance human rights expertise and civil society participation and to set up an adequate mechanisms in order to enhance the quality and relevance of its studies.
