This highly controversial reform would not only breach Spain’s obligations under international human rights law but deny justice to victims of grave human rights violations and offer the prospect of impunity to perpetrators. It was fast-tracked by Spain’s Popular Parliamentary Group following tension with China over a warrant issued against five Communist Party leaders.
FIDH and 121 NGOs worldwide strongly condemned this reform and, on the 4th of March, FIDH member organisation APDHE organised a conference at the Spanish lower house at the end of which the Socialist Parliamentary Group announced it would appeal to the Constitutional Court against the proposed reform. The appeal may be lodged within 3 months of the law being adopted, which is expected end of March.
