On 23 August 2013 Norbert Dabira was charged and put under formal investigation by a French judge in the Brazzaville Beach missing persons case. At the time of the event Norbert Dabira was Inspector General of the Congolese Army. He was personally named in the complaint lodged by FIDH, LDH (the French human rights league), and OCDH (the Congolese observatory for human rights) in December 2001. In 2002 he was accused of crimes against humanity in an international arrest warrant launch against him. Thanks to the perseverance of the complainants, with support from FIDH, considerable progress has been made in this symbolic case of the fight against impunity for the most serious crimes in Africa.
