To the attention of: Mr. President, On July 17, 1998, the American government voted against the Statute of the international Criminal Court (ICC) in Rome. Since then, your government has been using all means to ensure that American citizens will never be accused by the ICC. On September 25, 2001, your government supported a law "anti International Criminal Court" aiming, particularly, at prohibiting any military aid in states that have ratified the Rome Statute, and resorting to force in order to release any American citizen held before the Court in the Hague (the Netherlands). On May 6 , 2002, you announced that the United States would not ratify the Statute of the ICC. The American demarches aim now or days at excluding from the competence of the ICC the personnel of Peacekeeping operations led under the authority of the UN. The position adopted by your administration constitutes an insult to victims of war crimes, crimes against humanity and génocide. I am associated with a million of people who support a universal movement without any precedent against impunity and for the international justice system. I solemnly ask the United States to request the urgent interruption of the American offence against the ICC. I solemnly call on the United States to ratify the Statute of the ICC and ask you to act without delay >> |

militaire aux Etats ayant ratifié le Statut de Rome, et à
recourir à la force pour libérer tout citoyen américain
détenu devant la Cour à la Haye (Pays Bas).
