签署这份联名信的62家区域和国际机构，对老挝政府未能对卓越的人权活动家以及民间社会领袖SOMBATH Somphone的强迫失踪提供线索表达愤慨。
至2013年12月15日Sombath已失踪有一周年。Sombath最后一次露面是在2012年12月15日，于万象。根据监控录像显示，警察在一个哨所拦住了Sombath的车。几分钟之后，身份不明的一些人强迫他上了另外一辆车，并随后开走。监控录像显示，Sombath是在警察知情的情况下被带走。可以推断，老挝政府在此事件中是同谋。
尽管老挝政府曾承诺，会“彻底和认真”地调查Sombath的失踪,1 当局的调查至今证明不足够以及没有效果。2013年1月18日，65家民间组织签署了一封联名信，表达对Sombath失踪的关注。此后，尽管国际社会，包括欧盟、东盟（ASEAN）、美国以及联合国高级人权专员办事处，广泛地呼吁寻找并释放Sombath，其仍然下落不明，对其强迫失踪的调查也一直没有进展。此外，当局也曾拒绝为分析监控录像提供技术支持。
在过去30年里，Sombath一直孜孜不倦地推动扩展民间社会的空间，并确保农村的贫困人口以及青年人在老挝社会和治理发展上发声的权利。在其失踪前不久，Sombath为举办亚欧人民论坛（Asia-Europe Summit Meeting）发挥了关键作用。亚欧人民论坛是亚欧首脑会议（Asia-Europe Summit Meeting）之前的一次民间论坛。在论坛中，与会者对于土地和水的问题，以及对威胁人民生计的、监管不利的外商投资发展的问题展开讨论。这在老挝属于首次。
Sombath的强迫失踪不是一次孤立的事件。老挝安全部门于2009年11月在全国不同地方任意拘留的9人至今仍然下落不明。这9人曾计划组织和平示威，呼吁民主和对人权的尊重。此外， 生态旅游宾馆的拥有者，Somphone Khantisouk，因其直言不讳地批评由中国资助的农业项目对北部琅南塔省（Luang Namtha）的环境造成破坏而下落不明。他于2007年1月，被穿制服的男人绑架后失踪。
作为缔约国，老挝政府对这些强迫失踪案件没有展开适当的调查，违反了《公民权利和政治权利国际盟约》的第2（3）条。该盟约规定，各国政府必须对违反盟约所保障的权利，包括人身自由和安全的权利，提供“有效的补救”。
我们呼吁老挝政府：
- 成立一个新的委员会，对Sombath的强迫失踪展开迅速、彻底、独立和公正的调查，并将其安全送回家人。
- 明确 Sombath强迫失踪案的责任人，并对其追究责任。
- 对所有被指控的强迫失踪案展开彻底、公正和有效地调查。
- 邀请联合国关于被强迫和非自愿失踪问题工作组访问老挝。
- 批准《保护所有人免遭强迫失踪国际公约》。
- 尊重和保护所有人权捍卫者、活动家以及民间社会成员的权利。
我们呼吁国际社会，特别是欧盟成员国、东盟（ASEAN）成员国，以及美国：
- 在所有双边和多边论坛中，向老挝政府提出有关 Sombath Somphone强迫失踪的问题。
- 催促老挝政府立即释放所有的政治犯，并开展有效和彻底的调查，将强迫失踪的受害者安全地送回其家人。
- 向老挝政府施加政治和经济压力，推动其改革，确保老挝按照其国际义务，尊重基本的人权。
