On 9 May 2014, the UN Security Council imposed sanctions against three CAR leaders: former president François Bozizé; Levy Yakété, head of the anti-Balaka militia; and Noureddine Adam, second in command of the Séléka, the disbanded rebel coalition. The grounds for the sanctions included: “engaging in or providing support for acts that undermine the peace, stability or security of CAR (Central African Republic).” On 13 May 2014, the President of the United States imposed sanctions against the three men and against Michel Am-Nondokro Djotodia, former CAR president, and Abdoulaye Miskine, former member of the Seleka.
The FIDH conducted fact-finding missions in July 2013 and February 2014 on international crimes committed in CAR In March 2014, the FIDH, in a presentation of the findings of the missions made the to UN and to US authorities in New York and Washington, shed light on criminal liability for these acts and called for sanctions against the perpetrators. In order to efficiently fight impunity for the perpetrators of the most serious crimes, the FIDH will endeavour to ensure that, if need be, sanctions are imposed on other individuals by other countries and other international bodies.
