Considering that the authorities used disproportional police and special forces to shoot at the demonstrators. As for now and according to the reports fom the country, 600 persons were wounded and 68 killed;
Considering that this situation is a consequence of the continuous repressions against peaceful assemblies, rallies, media, human rights defenders and general worsening of the human rights record in Kirghizstan in the past two years;
Considering that the situation is still unstable now and can degrade considerably,
The International Federation for Human Rights (FIDH), meeting at its XXXVIIth Congress in Yerevan, Armenia, strongly urges
All parties of the conflict
– to respect the right to life of all citizens and to avoid further victims; this especially applies to those who claim they have the right to exercise State power and whose responsibility is to guarantee, in particular, the right to life and physicial integrity;
– not to involve the armed forces in the settlement of the situation;
– and more generally, to respect human rights in all circumstances. The Congress emphasises that the international criminal responsability of the perpetrators of the crimes currently being committed in Kirghizistan is engaged, in accordance with international criminal law.
The international community and intergovermental organisations
– to use all political and diplomatic measures available to improve the situation by facilitating a peaceful dialogue among the parties, to closely follow and monitor the situation and provide the population with the necessary humanitarian aid and particularly to assist those who were wounded.
