FIDH was one of the first international human rights organization established with a general mandate, covering all the human rights laid down in the Universal Declaration of Human Rights of 1948. Economic, social and cultural rights which are equal, interdependent and indivisible from civil and political rights, have always received less attention.
That is why, FIDH at its Congress in Dakar in 1997, launched a specific program on ESC rights. It soon became clear that issues relating to economic, social and cultural rights were inseparable from the question of economic globalization. The 2001 Casablanca Congress was dedicated to Globalization and Human Rights.
